I don't get it

Minister Lim Swee Say confident Dr Balakrishnan ready to lead GRC
Adding to it are speculations of which ministers are likely to helm the group representation constituencies.

When asked, Minister in the Prime Minister's Office and MP for Holland-Bukit Panjang Lim Swee Say said he was confident cabinet team-mate Dr Vivian Balakrishnan is ready to lead a GRC in the next election, if tasked to.

I don't get it. Help me out.

Why does people speculate if a minister is 'confident' in helming four other MPs in a GRC, when they should be thinking of the big picture:

If he is not confident of leading 4 people in a GRC, how can he lead hundreds in his own ministry?

How does guessing which Minister leading a GRC matter, when we should be evaluating whether the candidate can run a ministry in the first place?
