The Manpower Employment Outlook Survey of 641 employers across all sectors shows 12 percent saying they will be hiring more people.
Three percent expect decreases in their workforces, while 77 percent do not expect changes in their staffing level. [link]
This means a net employment outlook of +9 percent.

Hold on.
100%-77%-3%-12%= 8%
What happened to the 8% remaining? Going out of business?

Since we're on the topic of English writing styles, I've found the rule to writing numbers:
Biased Observer is right:
"Never begin a sentence with a numeral: either spell out the number."
Wandie is partially correct, it depends on the rules of the company the writer is writing:
".....rule about spelling out numbers less than one hundred (some say ten; it's a question of house style)"
Click here [link] for the complete rules on numbers.
See.. you learn something new everyday.
